Recognize the Delray Beach Police Department for achieving third consecutive Excelsior Recognition by the Commission for Florida Law Enforcement Accreditation, Inc., and Accreditation Manager Jennifer Rivera for being instrumental in ensuring agency-wide accreditation compliance

Background:

An accreditation program has long been recognized as a means of maintaining the highest standards of professionalism. Accreditation is the certification by an independent reviewing authority that an entity has met specific requirements and prescribed standards. Law enforcement agencies and Inspector Generals in Florida can attain accredited status through the Commission for Florida Law Enforcement Accreditation, Inc.

 

On July 1, 2010, the Commission for Florida Law Enforcement Accreditation, Inc. adopted a new exceptional level of achievement program named Excelsior Recognition. The criteria of this level of achievement include Commitment of Accreditation and Excellence in Accreditation. Commitment to Accreditation is defined by candidate agencies shall have been awarded five (5) successful reaccreditation cycles by the Commission. Excellence in Accreditation is defined by a candidate agency’s reaccreditation interval shall only be credited toward this new recognition status if conditions were not assessed by the Commission. The Excelsior Recognition is the highest level of accreditation a Florida law enforcement agency can receive. Following the initial accreditation, it takes fifteen (15) years of successful re-accreditation without any conditions to achieve Excelsior status. The City of Delray Beach achieved Excelsior recognition in 2019 and subsequently continued being recognized at the highest level in 2022.

 

This year, the City of Delray Beach Police Department is proud to announce another successful re-accreditation with no conditions, showing an exceptional level of achievement and commitment, and earning a third consecutive, prestigious Excelsior recognition.

 

The accreditation process is complex and requires precise documentation. It also includes in-depth review of every aspect of the agency’s organization, management, operations, and administration.

 

Ms. Jennifer Rivera, who became the Accreditation Manager for the Delray Beach Police Department in 2024, was an instrumental part of this re-accreditation process, ensuring that all personnel adhere to law enforcement policies, procedures, and established practices, and documenting training and internal inspections in order to maintain accreditation compliance.

 

The Delray Beach Police Department recognizes Ms. Jennifer Rivera for her hard work, attention to detail and dedication throughout this process. Her efforts have been beneficial in helping our agency maintain prestigious Excelsior status.

 

The Excelsior recognition was formally awarded to the City of Delray Beach Police Department during the Commission for Florida Law Enforcement Accreditation, Inc’ s October 22-23, 2025, meeting.
