Motion to Approve showers and drinking fountains manufactured by Most Dependable Fountains as the City Standard and approve a purchase of showers and drinking fountains in an amount not to exceed $138,000 for the Beach Master Plan Project (Project No. 15-008).

Background:
A bid for the Beach Master Plan work has been advertised and the bids will be opened by the end of September 2016. Due to the relative short period of time for construction as well as the possibility of long lead items for materials and equipment associated with the project, the City is planning a direct procurement of the showers and fountains to expedite the acquisition. Most Dependable Fountains (MDF) submitted quotes for the stainless steel showers and fountains in the amount of $117,018 which were designed and specified in the Beach Master Plan by the City's architect on the project, EDSA. The stainless steel showers and drinking water fountains manufactured by MDF represent the particular style and brand that meets the City's requirements for performance, consistency, and compatibility in the beachfront environment.
City staff recommends that the stainless steel showers and drinking water fountains manufactured by Most Dependable Fountains (MDF) be approved as a City Standard. City staff is also recommending direct procurement of the showers and fountains. This purchasing method will reduce costs by eliminating the sales tax associated with the equipment as well as any contractor mark-up. Finally, the direct procurement of the equipment will shorten the time frame associated with installing the equipment for the project. An additional $21,000 is requested to cover any additional showers, fountains and or parts from MDF that may be required to complete the Beach Master Plan Project.
This motion is in accordance with Code of Ordinances, Chapter 36, Section 36.02(C)(6)(b), "City Standard" where the City has determined that a particular style, brand, make, or model is the only type that meets the City's requirements for performance, consistency, compatibility or other salient characteristics, and such determination has resulted in there being only one source available to the City.

Funding is available from Account No. 334-4144-572.63-20 (General Construction Fund: Improvements Other Landscaping/Beautification)
Timing of Request:
The timing of this request is of high importance to have the equipment ahead of the construction schedule for the project.
