Background:
During the prior fiscal year, the City has been named in the Consolidated Appropriations Act, 2024 (Public Law 118-42) as a grant funding recipient under the FY 2024 COPS Technology Program. The Department of Justice, Office of Community Oriented Policing Services (COPS) awarded the City $963,000 for technology. This funding will be used to add license plate recognition (LPR) cameras to entrance and exit points into and out of the City of Delray Beach, as well as live-view CCTV cameras with playback capabilities in strategic locations that will act as a force multiplier in deterring, reducing and solving crimes. The goal is to cover the main thoroughfares in and out of city, then hotspots identified through crime trends and other intelligence, and in the future, heavily populated areas, such as city parks and around schools. This infrastructure will be feeding into the Real Time Crime Center to aid officers in real time as they respond to calls in progress and assist investigators in delayed investigations. More importantly, this technology would add another layer of safety for the citizens and visitors of Delray Beach which can aid in improving quality of life and safety.
Nearly every police department in a developed city, county, and region in the United States of America is employing the use of technology to help detect, deter, and solve crime. The strategic placement of LPR and CCTV cameras has been proven to be an effective crime fighting tool. Using advanced software, analytics, AI, and other technology is becoming the standard in modern day policing and an expectation of the community in which we serve. The current reach of this technology in the City of Delray Beach, although very limited at this time has been effective in reducing and solving both violent and property crime.
Since the installation of LPR / CCTV cameras in the City of Delray Beach started, several vendors had been sourced, and currently only one remains active for the installation of both LPR and CCTV camera technology. Our primary and preferred vendor is Millenium Products, Inc. who was initially obtained through a piggyback GSA contract in 2021, which has recently expired. When vetting Millenium Products, Inc., it was learned that this company had completed and continues to work with the Department of Homeland Security, U.S. Customs Border Patrol, along with other state and local law enforcement partners.
Since procuring this vendor, they have provided a superior level of service from installation to completion, in addition to providing maintenance, warranty and out-of-work warranty work. In addition, the employees of Millenium Products know and understand the City of Delray Beach’s permitting process, planning and zoning requirements, along with many other related local, county, and state laws and regulations as it relates to installing this type of technology in public places. These installations can become complex as some sites will have to be installed in public right of ways where the owner can vary from local, County, to a state government. The employees of Millenium Products have established professional relationships with representatives from all levels of government as listed, in addition with representatives from necessary utility sources and more. In addition, the employees at Millenium Products also have an in-depth working knowledge and deep understanding of the Delray Beach Police Department’s RTCC, the many different software programs and technology used, and how to integrate newly deployed LPR and CCTV cameras into its platform. This level of understanding the city’s permitting process, the police department’s software programs, the design of the RTCC, and the many complexities that go along with this type of project can only be obtained by going through the process several times over, and through years of experience by gaining institutional knowledge.
Moving forward with a single vendor for the project funded through the COPS Technology Program will simplify ongoing management, will provide a single point of contact for support, it will improve integration between systems and will provide once source of accountability for system functionality, stability and security.
Therefore, it is being requested that the City of Delray Beach enter into a new agreement with Millenium Products, Inc., utilizing General Services Administration contract GS-07F-0031W. The City recently received a grant award modification from the COPS office approving the entire award amount (funds in excess of the simplified acquisition threshold of $250,000) to be spent with Millenium Products, Inc. utilizing GSA contract GS-07F-0031W. This will produce the most efficient, streamlined, and robust result of expanding license plate recognition and CCTV camera technology throughout the City of Delray Beach.
The additional amount over the grant award of $963,000 is to cover reoccurring licensing fees, replacement, and repairs on existing LPR cameras for the term of the contract, subject to future budget approvals and appropriations. The contract ends October 4, 2029.
