Recommendation
Motion to approve Resolution No. 22-24 to award an Agreement with Shiff Construction & Development, Inc. to provide Construction Services for the Currie Commons Restrooms Project (Public Works P/N 23-007), utilizing Sourcewell IFB No. 11821 in the not to exceed amount of $561,097.50.
Body
Background:
The City of Delray Beach (City) owns and operates the “Currie Commons Park” (Currie Commons) located at 750 SE 2nd Avenue. Currently, park amenities consist of a playground, little league field, multi-purpose grass area and a two-story wood frame plywood siding structure that houses a press box with restrooms.
Built in 1990, the thirty-three-year-old wood structure has been compromised by years of use and weathering. Extensive termite damage has caused structural damage to the wood truss system. Building envelopes are deteriorated due to advanced age such as roof systems, windows, and doors. Because of its age and condition, renovation was realistically not a viable option and the uninhabited structure was subsequently demolished.
A construction set of plans for the replacement single story restroom building was recently completed by Carnahan, Proctor and Cross Engineering, Inc. (CPC). The replacement masonry structure will consist of four code-conforming unisex restrooms. Amenities include low maintenance interior and exterior vandal resistant finishes such as epoxy floors, walls, ceilings, restroom fixtures and LED lighting.
Due to the lack of permanent restroom facilities at this park facility and an interlocal funding agreement with the Delray Beach Community Redevelopment Agency (CRA), staff recommends the use of an available Sourcewell cooperative contract. Job Order Contracting (JOC) is the preferred method to procure these services to streamline the process and to complete the project efficiently. JOC is an approved method of public procurement and is available through the Sourcewell cooperative and ezIQC.
Sourcewell is a national cooperative purchasing source solution, and the City of Delray Beach has been a member since 2007. The ezIQC is one of Sourcewell's purchasing methods. The Gordian Group created ezIQC to make its industry leading JOC solutions easily available through cooperative purchasing. JOC is an indefinite delivery/indefinite quantity procurement process that helps facility and infrastructure owners complete large number of repairs, renovation, and straightforward new construction projects with a single, competitively bid contract. Unlike traditional bidding where each project is identified, designed, and then put out to bid, ezIQC establishes competitively bid prices up front and eliminates the need to bid each project separately. Sourcewell’s procurement process satisfies the City's competitive bid requirements.
The Gordian Group’s expert field personnel guides owners through each step of the process, providing oversight to ensure cost and timing efficiencies are maximized right from the start.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
