Review and consider Resolution 131-26, approving a Non-Impact Event known as the Coco Market 2027, to be held the first Sunday of each month in 2027 at Old School Square.

Background:
Cocoyogi, Inc submitted a Special Event Application on January 8, 2026, for the event Coco Market 2027, to be held the first Sunday of each month in 2027 at the Old School Square. This is a wellness event that brings together local vendors, healers and small businesses. The event features free yoga, meditation and workshops.
This event application would not normally come before the commission for approval, however on February 8, 2026, the Coco Market violated their permit and city code. The Coco Market had a dog rescue vendor on site that brought adoptable dogs to the event. City Code requires the written permission of the Parks and Recreation Director to have animals as part of a special event in a city park. Such approval was not requested, nor ever approved. The event producer, also failed to notify the Special Events Manager of said vendor and no certificate of insurance was provided, as is required of all vendors participating in a special event on City property. During the event a minor asked if they could pet one of the dogs and the handler said yes. When said minor bent down to pet the dog, the dog bit the minor in the face causing major and permanent damage. Once it was found that the vendor neither had permission to be in the park with animals nor was registered as a vendor for the events, a violation a letter was issued to the event producer, from the city manager, informing them of a 3 month suspension of the event permit (the event was being held monthly). The incident also went before the special magistrate for code violations and the producer was fined $15,000.00.
The producer has served the 3 month suspension and paid all fines in full. They have taken responsibility for their actions and have stated that there will never be another rescue vendor nor will they be non compliant with city rules. The event has since resumed under the previously approved permit without any further incidences or violation of City Code or the Special Event Policy.
The event producer has now submitted a permit for their next year of monthly events (this is a single approval for a regularly scheduled event over the course of one year). The City's Special Event Policy requires that if any event significantly violates the Special Event Policy, the Producer must obtain approval for their next event from the City Commission.
This event was reviewed by the Special Events Technical Advisory Committee (SETAC) on May 8, 2026, and made a recommendation to move the event on to the Development Services Management Group (DSMG).
DSMG met and reviewed the event on July 23, 2026 and have made a recommendation to the city commission to approve the event.
City staff is confident that the event producer will stay in compliance with city rules and vendor guidelines.
City Attorney Review:
City Attorney has approved the resolution document as to form and sufficiency.
Funding Source/Financial Impact:
There is no financial impact to the city. The producer is billed for all costs.
Timing of Request:
The next year is quickly approaching and the event producer would like to know if they are approved to begin registering vendors.
