Motion to approve the Fire-Rescue purchase of a total of six (6) LUCAS™ Chest Compression Systems as a City Standard, two (2)  through a reimbursable 2016 EMS Grant through Palm Beach County, four (4) from budgeted funds and to trade in six (6) of our current Zoll AutoPulse devices for an amount not to exceed $89,291.83.

Background:

Each year, Palm Beach County receives a state grant that is specifically for improvement in emergency medical services (EMS). This year the County has received funds in the amount of $205,012.00. These funds are to be used solely for the improvement and expansion of pre hospital EMS throughout Palm Beach County. Delray Beach was awarded a $32,000 grant for 2016.

 

The Fire Department is currently using the Zoll AutoPulse chest compression device. This device is used to provide mechanical chest compressions during cardio pulmonary resuscitation (CPR). The Zoll AutoPulse devices were originally purchased in 2005 through a similar EMS grant. These devices have served us well but have become very costly to maintain. Due to the cost of maintenance, warranties, and battery replacements, the Department now carries the Zoll AutoPulse on just three (3) of its six (6) Rescue transport units. Initially all six (6) Rescue units carried the Zoll AutoPulse.

 

Due to these factors, the Department has conducted research to find a replacement device. The LUCAS™ CPR device was selected as the new City Standard for the following reasons:

                     Cost:  The total cost of using the LUCAS™ device is significantly less than the Zoll AutoPulse. See attached comparison for details.

                     Patient Outcome: Research has shown improved patient outcome using the LUCAS™ device. An increased number of patients in cardiac arrest had a return of spontaneous circulation (ROSC). Palm Beach County Fire Rescue reports an increase from 16% to 40%.  

 

The LUCAS™ Chest Compression System assists paramedics by providing effective and uninterrupted chest compressions on sudden cardiac arrest patients. LUCAS™ facilitates the transportation of cardiac arrest patients with ongoing compressions, not only from the scene to the ambulance, but also inside a fast-moving ambulance. It is well established that effective CPR is very difficult to achieve manually in these situations.  In addition, rescuers will no longer have to compromise their own safety by providing compression during transportation. Rescuers are still able to sit firmly, belted and watching over the patient.

 

The Fire Department recently received grant funding to purchase two (2) LUCAS devices. In addition to the two (2) devices, the Department would also recommend the purchase of four (4) additional LUCAS™ devices. This will provide a sufficient number of devices for each Rescue transport unit in the City.  Attached are quotes for a total of six (6) LUCAS™ Chest Compression Systems from Physio Control, who is the sole provider of this equipment.  This purchase request is made considering the LUCAS Device to be the new City Standard, utilizing the sole source, Physio Control  consistent with the Code of Ordinances, Chapter 36, Section 36.02(C)(6)(a) for the LUCAS CPR device consistent with the Code of Ordinances, Chapter 36, Section 36.02(C)(6)(b).  The sole source is herein evidenced by the sole source letter provided by the vendor.
