Motion to Award an Agreement to Baxter & Woodman, Inc. DBA Mathews Consulting, a Baxter & Woodman Company, in the amount not-to-exceed $275,025 for Construction Engineering and Inspection (CEI) Services related to the construction of the Area 12C Reclaimed Water System Expansion Project, consisting of reclaimed water mains, potable water mains, sewer mains and storm water improvements along Lewis Cove, Brooks Lane, White Drive, Rhodes Villa Avenue, Del Haven Drive and S.R. A.1.A (from Linton Boulevard to Casuarina Road) in a not-to-exceed amount of $275,025.

Background:
On March 10, 2017, a Request for Qualifications, RFQ No. 2017-042 for Construction Engineering and Inspection (CEI) for area 12C reclaimed water, project 16-024 was advertised. We received five responsive and responsible proposals from the following firms: A&P Consulting Transportation Engineers Corp., Calvin, Giordano & Associates, Inc., CPM North America, PLLC, Craven Thompson & Associates, Inc. and Baxter & Woodman, Inc. DBA Mathews Consulting, a Baxter & Woodman Company. A selection committee reviewed the proposals and chose Baxter & Woodman, Inc. DBA Mathews Consulting, A Baxter & Woodman Company as the most responsive and responsible firm. Since that time, City staff has negotiated the attached agreement to provide CEI Services for the Area 12C Reclaimed Water Project.
Staff recommends Baxter & Woodman, Inc. DBA Mathews Consulting, a Baxter & Woodman Company and negotiated an Agreement in a not-to-exceed amount of $275,025 for the Agreement term as the most responsive and responsible firm to provide CEI Services on this project as they have extensive utility experience specific to the scope of work for this construction project.
This recommendation complies with the City of Delray Beach Purchasing Policies and Procedures Manual and the City Code of Ordinances, Chapter 36, Section 36.02 "Commission Approval Required".

Funding Source:
Funding is available from account number 441-36-300-536.68-64 (Water and Sewer Fund: Reclaimed Water Area 12C).
