Motion to approve Resolution No. 160-25 approving a Highway Maintenance Memorandum of Agreement (HMMOA) with the Florida Department of Transportation (FDOT) for improvements to the Homewood Boulevard and West Atlantic Avenue intersection, FDOT Financial Project ID No. 449283-1-52-01; authorizing the City Manager to execute any amendments and take all actions necessary to effectuate this agreement; providing an effective date; and for other purposes.

Background
FDOT Financial Project ID No. 449283-1-52-01, West Atlantic Avenue at Homewood Boulevard Intersection Safety Improvement project aims to implement the following:
• Increase the lighting to make pedestrians more visible to drivers and improve safety for night time users.
• Replace the existing span wire signal support system with steel mast arms to improve the resiliency of our infrastructure and replace the pedestrian signals with countdown pedestrian signals showing the number of seconds left to cross the street, improving safety.
• Install backplates with yellow retro-reflective borders on all signal heads to improve signal visibility for motorists.
• Replace the existing left turn signals with Flashing Yellow Arrow signals in eastbound and westbound directions, better informing left-turning motorists that they must yield to through traffic.
• Create a shared thru/left turn lane and an exclusive right turn lane on northbound Homewood, south of Atlantic and increase the right-turn radius to give right-turning motorists better visibility.
• Provide a 2-foot striped offset buffer at the eastbound and westbound left-turn lanes to allow left-turning motorist to better see opposing traffic.
This agreement pertains to the portion of work within City-owned right-of-way on Homewood Boulevard. The project is being managed by FDOT. Public Works staff will continue to coordinate with FDOT and maintain involvement throughout construction.
