Motion to Award a purchase order to Morpho Trak, a subsidairy of Morpho (Safran), for a latent expert workstation in a not-to-exceed amount of $72,325.00. This motion to award is in accordance with the City Code of Ordinances, Chapter 36, Section 36.02(C)(6)(a), "Sole Source".

Background:

The Police Department is requesting approval to purchase a latent expert workstation for the Crime Scene Unit. This equipment is used for latent print inputs into the FBI Automated Fingerprint Identification System (AFIS). This will allow for comparison of latent print inputs with over 80,000,000 fingerprints in the PBSO, FDLE and FBI databases. Present utilization of a workstation at an outside agency is time consuming, inconvenient, and subject to undesirable delays and interruptions in availability. Having this important equipment on premises would eliminate unnecessary delays in processing cases and identifying arrestees.

 

The latent expert workstation consists of workstation furniture (center and right hand desks), illumination station (latent camera, lighting including up-lighting function, left desk console), control computer with monitor and keyboard, flatbed scanner, printer, and software for latent capture, encoding, searching and review. The cost includes freight, on-site installation, training, and one year warranty.

 

MorphoTrak’s Automated Fingerprint Identification System (AFIS) is currently installed at Florida Department of Law Enforcement (FDLE) and Palm Beach County Sheriff’s Office (PBSO). MorphoTrak is the owner of the software and design, sole developer and sole provider for the AFIS. Only MorphoTrak can provide the latent expert workstation that uses the same software processing, searching, and matching technology used by the FDLE and PBSO AFIS systems. These devices use a proprietary software application that incorporates specific encoding algorithms and search routines developed and patented by MorphoTrak. The software is not available for purchase alone as the supplier only offers fully integrated solution. PBSO confirmed only the MorphoTrak AFIS workstation could be connected to the PBSO AFIS system. No other system will allow Delray Beach Police Department to search databases of PBSO, FDLE or FBI through the PBSO AFIS. The quote from MorphoTrak for the latent expert workstation is $71,325. An additional contingency of $1,000 is requested to cover any miscellaneous items that may be required to complete the installation.

 

This motion to award is in accordance with the City Code of Ordinances, Chapter 36, Section 36.02(C)(6)(a), "Sole Source".
