Motion to Approve a Tri-Party Agreement with the Florida Department of Transportation (FDOT) and the South Florida Regional Transportation Authority (SFTRA) for Surface Crossing Work at 10th Street along the South Florida Rail Corridor (SFRC).

Background:

On July 14, 2023, the Public Works Department was notified by FDOT that a comprehensive analysis of the SFRC mainline was performed to assess the current conditions of the Highway-Rail Grade Crossings throughout Palm Beach, Broward, and Dade Counties. All crossings within the three (3) counties were subsequently evaluated and it was determined that the 10th Street Crossing needs to be reconstructed. 10th Street is a City of Delray Beach (City) owned roadway, therefore the City is responsible for costs related to the crossing, such as routine maintenance and rehabilitation projects. It was recommended that funding for this project be programmed no later than Fiscal Year 2026 due to the condition of the crossing.

 

SFRTA manages railroad operations on the SFRC on behalf of FDOT and requires an executed agreement to begin design and procurement of materials for the crossing rehabilitation. The estimated timeframe before construction begins is 9-12 months upon receipt of the signed agreement from the City. Construction is estimated to take 3-5 days.  

 

The estimated cost to the City for the surface crossing work to be performed by SFRTA $733,613. These funds have been approved in the Fiscal Year 2025 through 2029 Capital Improvement Program Budget (Infrastructure Surtax Fund, Lowson Boulevard SFRTA Railroad Crossing).

Funding Source/Financial Impact:

Funding is available in the Fiscal Year 2025 through 2029 Capital Improvement Program budget in account 377-41-340-541-63.90 (Capital Outlay Other Improvements), Finance Project Code 41070.

 

Timing of Request:

Timely approval is requested to begin design services for construction.
