PURSUANT TO RFP NO. 2019-008.

Motion to approve Amendment No. 1 to the Agreement for the new construction of Fire Station No. 113 in a GMP of $10,107,866 ($637.44 / S.F.) along with the PBC required off-site emergency traffic signalization in the amount not to exceed $870,280; plus, the Owner's Contingency Line Item in the amount of $500,000 for a Grand Total Amount of $11,478,146 with Gulf Building, LLC. pursuant to RFP No. 2019-008 (Project No. 16-012).

Background:
On June 14, 2022, the City Commission approved the expenditure of funds in an amount not to exceed $1,175,641 in accordance with an approved agreement with Gulf Building, LLC. for Design-Build Engineering Services for (Phase 1) Fire Station No. 113, pursuant to RFP No. 2019-008.
The project goal for Phase 1 is for Gulf Building, LLC. to complete the design/engineering, develop plans and specifications, and submit the 60% guaranteed maximum price (GMP) for construction for future City Commission approval. Once the GMP is received, the City may choose to: a) Accept the contract sum and proceed with construction of the fire station (Phase 2), or b) Enter into negotiations on the scope and contract sum, or c) Reject the amendment and either cancel the project or proceed with another contractor to build the fire station.
On November 1, 2022, the City Commission approved the starting of the demolition and site/civil improvements for Fire Station No. 113 in an amount not to exceed $832,937.35. The demolition of the existing fire station has been completed, and the site/civil improvements are currently waiting on Site Plan Approval.
On February 21, 2023, the City Commission approved the decommissioning of the existing fuel station at Fire Station No. 113 in an amount not to exceed $29,716.10. The decommissioning of the fuel station for Fire Station No. 113 has been completed.
Gulf Building, LLC. has completed Phase 1 of RFP No. 2019-008; which includes the 60% engineering/architectural plans; and is submitting to the Commission for their approval the Guaranteed Maximum Price of $10,107,866 ($637.44 / S.F.) along with the PBC required off-site emergency traffic signalization in the amount not to exceed $870,280; and Public Works is also requesting approval to create an Owner's Contingency Line item in the amount of $500,000 (5% of GMP) for any unforeseen or additional items the City may need during Phase 2 of RFP No. 2019-008 for a Grand Total Amount of $11,478,146 for the construction of Fire Station 113.
Public Works is requesting approval from the City Commission to allow Gulf Building, LLC. to proceed with Phase 2 of RFP No. 2019-008 and begin construction of the new Fire Station No. 113. The motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures.
City Attorney Review:
Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
Funding in the amount of $3,100,580.55 is available in account 377-22-000-522.62-23 for this project. On September 5, 2023, the City Commission approved an additional $5,000,000 in the FY2024 Capital Improvement Program budget.
Timing of Request:
This item is time sensitive as the temporary facilities for Fire Station No. 113, located at Miller Park, are insufficient for long-term use.
