APPROVAL OF RESOLUTION NO. 206-24, TO AWARD AN AGREEMENT WITH HINTERLAND GROUP, INC., FOR SANITARY AND SEWER REHABILITATION, UTILIZING THE VILLAGE OF WELLINGTON ITB NO. 202331, ANNUAL DRAINAGE INFRASTRUCTURE INSPECTION, CLEANING AND REPAIR CONTRACT, IN A TOTAL ESTIMATED NOT TO EXCEED VALUE OF $1,600,000 ($400,000 YEAR) RESPECTIVELY.

Motion to approve Resolution No. 206-24, to award an Agreement with Hinterland Group, Inc., for Sanitary and Sewer Rehabilitation, utilizing the Village of Wellington ITB No. 202331, Annual Drainage Infrastructure Inspection, Cleaning and Repair Contract. In a total estimated not to exceed value of $1,600,000 ($400,000 year) respectively, valid through October 9, 2028; and authorize the City Manager to approval renewal options, in the amounts below, contingent upon the appropriation of funds.

Background:
On July 26, 2023, The Village of Wellington issued Solicitation ITB No. 202331, Annual Drainage Infrastructure Inspection, Cleaning and Repair. Seven (7) responses were received. The Solicitation was awarded to three (3) vendors for Utility Sanitary Sewer Services, and include Vortex Services, LLC, Hinterland Group, Inc., and Flotech Environmental, LLC. Although all 3 vendors was awarded Hinterland Group, Inc was the lowest responsive/ responsible bidder. The initial term of the agreement is for two (2) years effective October 10, 2023 through October 9, 2025, with three (3) additional one year renewals valid through October 9, 2028.
The Utilities Department programs the use of providing sanitary sewer rehabilitation services related to sanitary sewer pipes. This yearly maintenance program allows the cured-in-place pipe lining method of sectional liners as means of extending the useful life of clay pipes. In addition, the agreement provides services for excavated sewer repairs, cleanout installations, manhole rehabilitation, lateral reinstatement, and bypass pumping.
