Background:
Professional public procurement is essential to running an efficient, transparent, and fiscally responsible City of Delray Beach. Every day, the City’s procurement professionals steward taxpayer dollars and manage City purchasing activities by ensuring open competition, compliance with federal, state, and local laws and regulations, and the ethical acquisition of goods and services needed to operate the City. Public procurement fuels the economy of the City of Delray Beach, Palm Beach County, Florida, and the United States. Every year, billions of dollars are spent by public entities throughout our country influencing local and regional economies.
Professional public procurement professionals provide value to their organizations by more than just acquiring goods and services. Procurement professionals plan, execute, implement, and administer contracts; build sourcing strategies; manage risk; employ technology; and build strong relationships with suppliers and City departments to improve operational performance and drive innovation while earning the trust of the public we serve.
Recognizing that procurement today is transactional AND transformational, the theme for 2026 is “Procurement: Driving Innovation and Public Trust.” This encompasses shaping strategic partnerships, advancing responsible governance and delivering measurable value to our community

These Values and Guiding Principles guide the public procurement profession and the City of Delray Beach Purchasing and Contracts Administration Division as we provide services to the City.
