Motion to approve Resolution No. 165-25, authorizing the City Manager to execute an agreement with Stryker Sales, LLC for the purchase of medical stretchers, stair chairs, and other EMS-related transport equipment and services. These items will be procured through a cooperative purchasing agreement utilizing competitively bid pricing from Eagle County Paramedic Services and the Public Safety Association Inc., via RFB No. 2024-06 (SAVVIK). This agreement provides Delray Beach Fire Rescue with favorable national pricing under a pre-bid procurement vehicle and includes long-term service and maintenance coverage under Stryker’s ProCare program.

Background:
The decision to standardize with Stryker is based on reliability, safety, serviceability, and long-term operational cost-efficiency. Ferno units, previously in use, required off-site servicing with inconsistent support, leading to prolonged equipment outages and increased logistics burdens. Stryker’s ProCare program eliminates these issues with preventive maintenance, on-site repairs, and certified technicians. Delray Beach Fire Rescue has utilized ProCare successfully for other Stryker EMS equipment since 2016, with excellent performance and support.
The department evaluated alternative powered stretchers and loading systems from multiple
manufacturers, including Ferno. Despite some features offered by competitors, none matched the combined safety features, durability, integration, and service model of the Stryker system. Direct feedback from neighboring agencies using both Stryker and Ferno affirmed Stryker’s superior performance and service support. Stryker has provided sole source documentation confirming it is the exclusive provider for the Power-PRO 2 stretcher, Power-LOAD system, and ProCare service model.
