Motion to approve Resoultion No. 157-19 and Amendment No. 1 to award an agreement with five vendors: Dean Mitchell Group, Inc., Partner Assessment Corporation d/b/a Eco Advisors, Prism Response, Inc., GLE Associates, Inc., Gaudet Associates, Inc., in the estimated amount of $1,750,000 through June 30, 2020 utilizing The School District of Palm Beach County, Florida Solicitation No. RFP 18C-018L, and authorize the City Manager to approve renewal options, in the amounts indicated below, contingent upon appropriation of funds.

Background:
On July 1, 2018, The School District of Palm Beach County, Florida approved the award of an Agreement for Indoor Air Quality and Infectious Disease Services with six vendors: Dean Mitchell Group, Inc., Partner Assessment Corporation d/b/a Eco Advisors, Prism Response, Inc., GLE Associates, Inc., Gaudet Associates, Inc. The contract is valid through June 30, 2020.
This agreement is for the purpose of performing water damage repairs including hurricane recovery response, indoor air quality (IAQ) cleaning, mold remediation, IAQ and HVAC assessments, ventilation assessments, IAQ cleaning, flooding incident response (gray and black-water), verification sampling, A/C duct cleaning, drywall and wall cavity repair, floor and wall ceiling repairs, painting and encapsulation, mold sampling and analysis, water intrusion investigation including testing and minor building envelope repairs, infectious disease cleaning and sanitization.
On February 2, 2019, The City of Delray Beach (City) Commissioners approved Resolution No. 32-19, an agreement with Dean Mitchell Group, Inc utilizing Palm Beach County School District Contract No. 18C-018L for an annual amount of $250,000. Amendment No. 1 requests an increase to the contract value to $1,750,000 based on the City’s increasing need for indoor air quality and mold remediation services.
The School District of Palm Beach County’s Agreement was competitively solicited and was awarded based on full and open competition. Should the City exercise all renewal options provided in the agreement, three additional one-year terms, the cumulative agreement value is provided below.

This amendment is in accordance with the City Code of Ordinances, Section 36, and City Policies and Procedures, Change Orders, and Amendments; Contracts must be amended in the same way they were executed.

Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
Funding is available from account number 001-41-350-519.46-20 Repair and Maintenance Service Building Maintenance.
Timing of Request:
Approval of this agreement allows the City to continue to provide mold remediation and environmental cleanup of facilities in a timely manner.
