Recommended Action:

Recommendation

Motion to approve additional spending on Sole Source No. SS2024-035 with Thermo Fisher Scientific, and Thermo Electron North America, LLC., (which is part of Thermo Fisher Scientific), for continuous service warranty on existing lab equipment, component parts, and operational supplies ($50,000 respectively), and to purchase a new ICAP PRO Trace Elemental Lab Instrument ($107,600  respectively), in a total additional spend total of $157,600, and for an overall revised contract value of $217,600.

Body

Background:

The Laboratory Division (lab) of the Utilities Department  has an approved sole source SS2024-035 effective September 9, 2024, for the continuous purchase of operational supplies, proprietary parts, and components (on as needed basis), and service warranty that supports the existing laboratory equipment.

Additional spending is being requested at this time to purchase a new ICAP Pro Trace Elemental Lab Instrument in a total cost of approximately $107,584.84, and replace existing FLAME AA / GFACC. The newer technology will greatly improve to test metals faster with simultaneous capability, and the ability to detect at much lower limits in the range. The older instrument can only test one metal at a time. The additional $50,000 will continue to support lab operational supplies, proprietary parts, components, and service warranty through September 8, 2026. All equipment and supplies are proprietary and only available directly through Thermo Fischer Scientific, and Thermo Electron North America, LLC, which has been validated as a sole source provider.
