Motion to Approve Service Authorization No. 12-20 to Mathews Consulting, Inc. in the amount of $199,972.00 for professional engineering services in the design of the next phase of the Reclaimed Water System Expansion, Area 12C (Project No. 2016-073).

Background:
The City adopted the Reclaimed Water Master Plan in 2003. Subsequently, the City has progressively pursued expansion of the reclaimed water system for use as an alternative source for irrigation. The plan identified 16 geographic areas for potentially receiving reclaim water. Construction of the transmission and distribution piping system in the areas identified as Areas 1 thru 4 (golf courses and certain communities west of I-95) and Area 9 (Pompey Park and NE 2nd St) have been competed, with customers using reclaim water for irrigation. Reclaimed Water Area 12 encompasses the area south of Atlantic Ave to Linton Blvd. Due to its geographic size, this area is subdivided, referred to as areas 12A, 12B and 12C. Construction of Area 12A, defined as the area from Atlantic Avenue south to Casuarina Road, was completed in 2014, with construction of Area 12B, the area from Casuarina Road to Poinsettia Road, to begin this spring 2016.
The next phase for expansion is Reclaimed Water Area 12C, encompassing the area on the barrier island south of Atlantic Ave, from Lewis Cove to Del-Haven Drive, and the area along A1A from Casuarina Road south to Hibiscus Road.
This service authorization is for professional services in the design of Reclaim Area 12C. Services under this authorization include final engineering design, surveying, geotechnical services, field verifications of existing utilities, permitting, and bidding services required in preparing a bid package for the Reclaimed Water System Expansion, Area 12C. In addition, the authorization includes services to address water and drainage improvements within this area that will be performed in conjunction with this projects construction. Total cost for Service Authorization #12-20 is $199,972.
The Service Authorization is based on a two-year General Consulting Services Agreement (RFQ #12-06) awarded by the City in January 2012, which has been renewed through January 2017. The recommendation for award is in compliance with Code of Ordinances, Chapter 36, Section 36.02(A)(2).
Negotiations regarding the number of hours relating to the scope of service were finalized in a Sunshine Meeting on March 16, 2016.
