Background:
Delray Beach’s Pompey Park, located at 1101 NW 2nd Street in Delray Beach, FL 33444, is an approximately 14-acre site bounded by NW 13th Avenue on the west, NW 2nd Street on the south, NW 10th Avenue on the east and NW 3rd Street on the north. An existing one story 22,823 square foot community center building is located near the southeast corner of the site along with associated parking. That community center, constructed in the 1950s, provides recreational opportunities for the surrounding neighborhood, and fills critical after school, summer camp, holiday camp, and other school-age programming as well as programs for seniors. It’s been estimated that more than 150,000 people utilize the building each year, while approximately 40 organizations and civic groups utilize it on a monthly basis.
In addition to the community center building itself, Pompey Park houses an aquatic facility consisting of an L-shaped family pool with lap lanes, a diving well, and a separate children’s pool; 2 basketball courts, 2 tennis courts and a playground area; and outdoor athletics, including an adult baseball field, 2 Little League fields, and a 2-story restroom/concession/scoring and league office building. The site currently allows for parking of 191 cars in three disconnected parking areas. The City intends to upgrade and construct new facilities on the existing site, which will continue to provide recreational opportunities to the community. This project is being funded through the Delray Beach Community Redevelopment Agency (CRA).
On September 11, 2019, the City issued Request for Qualifications (RFQ) No. 2019-050 to acquire a firm which will provide professional design services for the Pompey Park Community Center and Campus project. The design shall be based upon the Pompey Park Community Center & Campus Pre-Design Study and Master Plan.
On May 18, 2021, the City Commission approved Resolution No. 82-21 to award an agreement with Cartaya and Associates Architects, P.A. pursuant to RFQ No. 2019-050 in the amount of $2,077,712.
On June 20, 2024, an Assignment and Assumption Agreement, assigning all rights and obligations of Cartaya and Associates Architects, P.A. under this agreement to Justin Architects, P.A.
Additional spending is requested to modify the basis of design for lighting for Pompey Park from Sesco Lighting to Musco Lighting, therefore the current solicitation/construction documents will have to be updated by the design team to reflect this change. Additionally, the original Building and Site Permits for the Park were submitted in hard copies to the Building Department. Subsequent to said submittal, the City changed from paper-based permit submittal to electronic submittal (ePlans). The hard copies were withdrawn from the Building Department and resubmitted through the City’s ePlans portal. This additional spending request accounts for the additional permitting efforts related to resubmitting plans and updating the design documents to reflect the change from Sesco Lighting to Musco Sports Lighting.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
