Background:
Pursuant to the Housing Act of 1974, Housing and Urban Development (HUD) requires all local municipalities and urban counties to prepare local planning documents as a condition of receiving federal assistance. Federal Regulation 24 CFR Part 91 governs the local plan submission and requires that each municipality submit a Consolidated Plan every five years and an Annual Action Plan each fiscal year. Citizen participation is integral to the development of the Plan. The city as a grantee is required to provide at least two public hearings per year to obtain the public’s views and to respond to proposals and questions. The first meeting, which was publicly advertised in the April 1, 2026 edition of the Sun Sentinel, was held on April 23, 2026, in the City Hall Conference Room. The second meeting is scheduled to be held before the City Commission on July 21, 2026. These meetings fulfill HUD’s requirement for a formal public review of the Annual Action Plan prior to submission. Only comments from the public which are not accepted must be summarized and included in the final plan as an attachment. All reportable comments will be attached to the plan as supporting documentation. In addition, a survey was sent out to the community, and we have received twenty-four (24) responses that will be added to the final plan. The plan and proposed budget are unanimously supported by the public as presented. The attached Annual Action Plan has been developed in accordance with all applicable federal regulations and outlines the City’s strategy for utilizing CDBG funds for eligible activities consistent with the needs identified in the Five Year Consolidated Plan. The City CDBG entitlement for FY 2026-2027 will be $474,697 and has been categorized by the following objectives:
HOUSING $ 308,554.00
Owner Occupied Housing Rehabilitation
PUBLIC SERVICE $ 71,204.00
Funds in support of various eligible public service activities consistent with needs identified in the City’s Consolidated Plan and are subject to a 15% cap of annual allocation.
PROGRAM ADMINISTRATION $ 94,939.00
General management, oversight, and coordination of the CDBG program & NS Division
TOTAL CDBG FY 2026-2027 BUDGET $474,697.00

Timing of Request:
Plan to be submitted to HUD by August 15th, 2026. The attached plan identifies the HUD budget for the upcoming year implemented under the Neighborhood Services Division.
