Motion to Approve Resolution No. 36-26 to issue a Purchase Order to CMJ Emergency Lighting South LLC for the purchase of emergency lighting and accessories utilizing FSA Contract No. FSA-HCS-ESA2.0 in the amount of $531,201.14; authorizing the City Manager to execute any amendments and/or renewals thereto and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
The Fleet Maintenance Division of the Public Works Department (Fleet Maintenance) has an on-going need for emergency lighting and upfitting services to properly upfit and maintain the City’s fleet of vehicles. Through Fleet’s vehicle replacement program, a total of 22 Ford Police Interceptor Units (PIUs) were procured to replace current police vehicles. Through the Police Department, an additional 5 PIUs were purchased to match current personnel levels. To facilitate prompt completion of these services and transfer the new vehicles to the Police Department, Fleet Maintenance proposes issuing a purchase order to CMJ Enterprises Southern Division LLC to determine if they can meet or exceed the current supplier’s upfitting service timelines.
The Hillsborough County Sheriff’s Office (HCSO) has partnered with the FSA to make the awarded contract prices available through FSA’s cooperative purchasing program to the FSA. The FSA offers a statewide purchasing contract for local governments, county sheriffs, county government, local county boards, municipalities, police agencies, other local public or public safety agencies, and state universities and colleges. The Cooperative Purchasing Program continues to provide streamline purchasing for local governments and their subsidiaries.
On November 13, 2024, the Hillsborough County Sheriff’s Office (HCSO) issued Invitation to Bid (ITB) 2024-025 to obtain vendors for Emergency Lighting and Accessories. Contract No. FSA-HCS-ESA2.0 became effective on February 28, 2025, for an initial term of three (3) years with the option to renew for up to three (3) additional two-year periods. CMJ Enterprises LLC, now doing business in the state of Florida as Emergency Lighting South LLC, is one of the awarded vendors for Contract No. FSA-HCS-ESA2.0.
Staff is requesting approval to a issue a Purchase Order (PO) to CMJ Emergency Lighting South LLC utilizing pricing of Contract No. FSA-HCS-ESA2.0.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required; and Purchasing Policies and Procedures, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
