Motion to Approve Resolution No. 247-25 to award an Agreement to NMP Golf Construction Corp. for Renovation of the Delray Beach Municipal Golf Course pursuant to ITBC 2025-045 (Public Works Project No. 19-032) in the amount of $28,560,667.14; authorizing the City Manager to execute any amendments and/or renewals thereto and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
The City of Delray Beach Municipal Golf Course opened in 1926 with a 9-hole course designed by legendary golf course architect Donald Ross, considered to be one of the greatest golf course designers in the history of the sport. Mr. Ross left behind a legacy of 385 golf courses that he designed or redesigned including many that have been home to professional golf’s most prestigious events.
After World War II, City leaders voted to add a second nine to form a complete 18-hole golf course. The second nine was designed by another prominent golf course architect, Dick Wilson, and opened for play in 1950. In the 1950s, touring professionals and celebrities would play the Ross/Wilson-designed layout, and the course was considered by some to be in the top 10 public golf courses in America.
In 2016, the City’s Consultant completed a report which provided a historical summary of the near 100-year-old Municipal Golf Course. At the time of the report, it was believed Delray Beach Municipal Golf Course was the only 18-hole golf course in the United States designed by these two great architects, Donald Ross and Dick Wilson.
The history and prestige associated with the Delray Beach Municipal Golf Course has been admired by many of golf’s greatest players and commentators. However, over time, the Delray Beach Municipal Golf Course has struggled to keep its original form and is need of a complete restoration. The City intends to restore the golf course to its original design for each of the respective 9-hole layouts by Donald Ross and Dick Wilson.
The scope of work includes full restoration of the 18-hole municipal golf course which includes new practice facilities, new on-course restrooms, a new maintenance facility, new irrigation system including pump house, parking lot improvements (including lighting), upgrades to an existing vehicular bridge (for staff and maintenance equipment) and complete replacement of a second existing bridge (for golf carts and maintenance equipment).
On July 3, 2025, the City issued ITBC No. 2025-045 in order to select a firm which will provide all labor, materials, tools, equipment, supplies, and supervision related to the renovation of the golf course.
On August 20, 2025, the City received three (3) submittals pursuant to ITBC No. 2025-045. The bid submitted by NMP Golf Construction Corp. was the only bid deemed responsive and responsible per the bid requirements.

Staff engaged in successful negotiations with NMP Golf Construction Corp. and negotiated the final base bid total price to $28,560,667.14, a savings of $4,531,612.33. Staff therefore recommends awarding the contract to NMP Golf Construction Corp. Construction is estimated to begin in December 2025 with the course reopening in November/December 2026.
Pursuant to Article 16 of ITBC No. 2025-25, the City may terminate the agreement for and without cause.
This motion is in accordance with Code of Ordinances Section 36.02, Commission Approval Required; and

Funding Source:
Funding for this project (Finance Project Number 75012) is available in the amount of $24,500,000.00 from GL account 445-75-300-375.63-30. Additional funding can be requested to fulfill the total agreement value via budget amendment or cash-flow budgeting. This project is being funded by a revenue bond as approved via Resolution No. 90-25.

Timely approved is requested to ensure adherence to construction/growth timelines.
