Background:
On March 27, 2025, the City of Delray Beach (City) advertised notice of Invitation to Bid Construction (ITBC) No. 2025-022 to acquire a firm for construction and testing two (2) deep injection wells and one (1) dual zone monitoring well for the City’s new water treatment plant facility. On May 21, 2025, the City received one (1) submittal from Youngquist Brothers, LLC., and City provided its notice of Intent to Award on June 13, 2025.
The proposed new water treatment plant will be utilizing the nanofiltration process that produces concentrated reject water: This concentrate water needs to be disposed of safely and in compliance with regulations. Deep injection wells will be utilized to dispose/inject the reject concentrate water over 3,600 feet below ground surface.
Staff recommends award of the bid to Youngquist Brothers, LLC., in total amount of $29,567,721. Construction is expected to be substantially completed within 560 calendar days from the date of the issuance of the Notice to Proceed, barring typical construction delays, such as those forced by inclement weather, and completed and ready for final payment no later than 30 days after final completion is accepted by the City.
