Motion to approve Resolutions No. 249-25, 252-25, 253-25, and 254-25 to award agreements with Goodyear Tire & Rubber Company; Michelin North America, Inc.; Sumitomo Rubber North America, Inc.; and Toyo Tire U.S.A. Corp. for the purchase of tires utilizing Florida Sheriffs Association ITB No. FSA25-TRS27.0. in the amount of $630,000.00; authorizing the City Manager to execute any amendments and/or renewals thereto and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
The Fleet Division of the Public Works Department (Fleet) has an ongoing need to purchase tires and related services offered through the FSA contract to maintain the operations and safety of City vehicles. Utilizing the FSA contract, Fleet will be able to purchase tires and related services for all City vehicles, including but not limited to Police vehicles, Fire Rescue apparatuses (i.e. fire trucks), and ambulances.
On October 1, 2024, the Florida Sheriffs Association (FSA) advertised ITB FSA25-TRS27.0 for tires. The contract specifications included law enforcements pursuit & emergency high speed vehicle tires, passenger vehicle tires, light truck & related vehicle tires, commercial truck & related vehicle tires, off road equipment tires, agricultural farm & implement tires, specialty tires, industrial - solid rubber tires, rubber tracks for tractors & equipment, and re-tread tires. Responsive bidders were awarded after bids were evaluated by the FSA Fleet Advisory Committee and FSA staff. Contract prices are extended and guaranteed to any local government or political subdivision of the state, public educational institutions, other public agencies or authorities with the State of Florida, and other entities approved by the manufacturer to participate in this contract.
The initial term of the agreement is from April 1, 2025 through March 31, 2027. Contract extensions will only be executed when the FSA determines, based on then-existing conditions, that it is in the best interest of the FSA and the purchasers to do so.
FSA25-TRS27.0 allows for the purchase of tires from responsive bidders through directly authorized dealer networks. Fleet intends to primarily utilize Goodyear authorized dealers Martino Commercial Tire, LLC and Tiresoles of Broward, Inc. but may utilize other dealers depending on tire type and need, as outlined on the Tire Manufacturer Authorized Sales and Service Centers lists for each responsive bidder.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required; and Purchasing Policies and Procedures Section 46, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
