Recommendation
Motion to approve Amendment No. 1 to RFQ No. 2022-004 with Propel Engineering Inc. for additional Professional Engineering Design Services for the Old Germantown Road Improvements project (Public Works P/N 20-016) in the not to exceed amount of $221,180.00, for a revised contract total of $1,058,795.00.
Body
Background:
The City of Delray Beach (City) was awarded a federally funded grant by the Transportation Planning Agency of Palm Beach County (TPA) under its Local Initiatives Program for “widening and/or restriping roadways to provide designated bike lanes, construction of pedestrian facilities, shared use paths, greenway/trail corridors bike and pedestrian supporting facilities including bike racks, water fountains, lockers, etc.”
On July 19, 2022, the City Commission (City) approved Resolution No. 101-22, awarding agreement to Propel Engineering, Inc. for Professional Engineering Design Services of the Germantown Road Improvements Project pursuant to RFQ 2022-004 in the amount of $837,615.
The City has a separate project that has been in the planning phase for many years to install sidewalks on SW 29th Street/SW 22nd Avenue, between the Delray Oaks Natural Area and the southernmost driveway to The Environment (approximately 1,400 feet south of Old Germantown Road). To ensure these two projects tie in seamlessly together, the Public Works Department requested additional engineering and surveying services to reconstruct wider sidewalks between Old Germantown Road and the other project noted above.
Additionally, during the public outreach process, the City agreed to make accommodations for resident concerns which resulted in additional services needing to be performed.
Finally, during the final design phase, three (3) proposed drainage structures conflict with existing water mains. The existing water mains require an engineered solution to avoid the conflict and additional engineering services are needed to design the water main deflections.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
