Motion to approve Resolution No. 116-25 Authorizing the Purchase of Certain Parcel of Real Property located at 617 NW 2nd Street from the CRA.

Background:
The CRA owns one (1) vacant parcel located at 617 NW 2nd Street, which is within the Northwest Neighborhood. The CRA is currently funding the Northwest Neighborhood Improvements Project that is managed by the City of Delray Beach (City) Public Works Department. The project aims to improve roadways, pervious alleyways, sidewalks, swales, driveways, stormwater drainage systems, potable water mains, reclaimed water mains and sanitary sewer systems, while also implementing traffic calming measures and providing decorative street lighting, landscaping, and irrigation within the project area.
In partnership on this project, both the CRA and the City determined that the property located at 617 NW 2nd Street, purchased by the CRA on February 7, 2024, would assist the City in completing the necessary infrastructure improvements by securing right-of-way dedications necessary to meet the design requirements and to construct improvements.
On August 13, 2024, the CRA issued a Public Notice of Intent to Dispose on the CRA’s website and in the Palm Beach Post. The CRA received one (1) proposal from the City in response to the Public Notice by the due date.
On September 24, 2024, the CRA Board approved the Public Notice of Intent to Dispose CRA-owned Property, and a Purchase and Sale Agreement with the City of said property in the amount of ten dollars ($10.00).
Section 36.04 of the Code of Ordinances of the City of Delray requires public notice setting forth the terms and conditions of the proposed real property purchase and the date, time and place of the public hearing on the proposed purchase in a newspaper of general circulation ten (10) days prior to consideration by the Commission of a resolution authorizing the purchase of the real property. Said notice was published in the Sun Sentinel newspaper on July 3, 2025.
