Motion to approve Resolution Numbers 99-24, 100-24, 101-24, and 102-24 to award agreements with CAP Government, Inc., GFA International, Inc. DBA Universal Engineering Sciences, MT Causley, Inc., and Willdan Engineering, Inc. for Inspection, Plan Review, and Development Services pursuant to ITB 2024-041in the total amount of $869,485 and to authorize the City Manager to execute amendments an/or renewals options in the amount listed below, contingent upon appropriation of funds.

Background:
On June 14, 2024, the City issued Invitation to Bid (ITB) 2024-041 to retain qualified firm(s) to provide licensed, professional services in support of the City’s Development Services Department to perform plan review and inspection services and development review on site to expedite the City’s building permit process on an as needed basis. Agreements with four responding firms are attached, each with a three-year contract duration and two annual renewals. The cost per hour varies depending upon the specific license and discipline (for example, Mechanical Inspector, Plan Reviewer, etc). Generally, the City's past experience has been challenging in obtaining outside professional services as these types of firms generally serve other local municipalities; therefore, having multiple options to draw from when the need arises is important. The City has worked to provide at least two full time staff members for each building permit review task to ensure continuity of service and maintain levels of service. However, in the event of illness, leave, or significant workload increases, having outside consultant services is a critical resource.
This motion is in accordance with the Code of Ordinance Chapter 36, Commission Approval Required and Purchasing Policy.
