Motion to Approve Resolution No. 222-24 for retroactive grant application and approval of the Safe Streets and Roads for All Grant Agreement with the United States Department of Transportation Federal Highway Administration (FHWA) for the preparation of a Vision Zero action plan in the amount of $300,000.

Background:
The City of Delray Beach (City) has implemented initiatives to improve mobility for all roadway users and reduce traffic related accidents, to include:
Complete Streets Policy - On November 1, 2016, the City Commission approved Resolution No. 54-16 approving a Complete Streets Policy to accommodate the safety and convenience of all surface transportation system users into the planning, design, and construction of transportation projects within the City of Delray Beach.
Vision Zero City - On February 1, 2022, the City Commission approved Resolution No. 07-22 designating the City of Delray Beach as a “Vision Zero City”, establishing a Vision Zero Coordinating Committee, and directing the City Manager to create a Vision Zero Action Plan to establish a goal of no severe traffic injuries or fatalities by 2035.
The City has also implemented neighborhood traffic calming policies and procedures for identifying and addressing problems related to speeding, excessive volumes, and safety on neighborhood streets.
To further these initiatives and locate funding opportunities, the Public Works Department (Public Works) discovered the FHWA Safe Streets and Road for All Grant (SS4A). The grant, which will be utilized for preparation of the Vision Zero Action Plan, requires a 20% match ($60,000) of the requested funds ($300,000). The grant application was due July 10, 2023. Staff applied for the grant on July 6, 2023, and therefore requests retroactive approval of the application in addition to the grant agreement with FHWA.
Funding for this project was approved in the Fiscal Year 2025 through 2029 Capital Improvement Program Budget.
