Background:
Effective July 1, 2023, the Florida House of Representatives passed House Bill 657 authorizing county or municipality to enforce speed limit in school zones through speed detection systems/cameras. Speeding may only be enforced on days school is in session, from thirty (30) minutes before school begins through to thirty (30) minutes after school ends. Violations are only issued for exceeding the posted speed limit by set miles per hour. This is a civil violation with no points or insurance ramifications. A 30-day warning period, signage, and public education program are required under the new law. It is a belief that this new law can greatly reduce speeding and improve safety in our school zones.
The Police Department staff met with several vendors to research options that were available to the City. The City is part of the South East Florida cooperative that allowed the City to avail itself of the collaborative and competitive bidding conducted by the City of Plantation as a lead agency to narrow down the vendors and obtain a more beneficial contract with best pricing. Their Selection Committee's scores and rankings identified RedSpeed Florida, LLC, as the highest ranked (most advantageous) firm. As a result, a resolution approving an agreement with RedSpeed Florida LLC is being brought up for approval by the Commission. The initial term of this agreement shall be for five (5) years, unless terminated earlier. In addition, the City reserves the right to extend this Agreement for one (1) additional five (5) year term. During any term of the Agreement, the City shall receive or retain $39.00 or 65%, whichever is greater of the Statutory monetary Allocation (this amount/percentage pertains to each fine collected by RedSpeed).
