Approve a Paint-Up & Signage Funding Assistance Agreement with Marcos and Carmen DaCosta for the proposed exterior painting improvements at 153 NE 4th Avenue, within CRA sub-area #2, for an amount not to exceed $481.00, with the approved paint color(s) changes from the City of Delray Beach.

Background:

The Paint-Up & Signage Program was originally established by the Delray Beach Community Redevelopment Agency (CRA) in 2007 to encourage existing building owners or tenants to improve the exterior of their buildings through a new coat of paint and was later expanded to include signage. The program helps to enhance the aesthetics of neighborhoods in the CRA district by facilitating minor cosmetic improvements such as exterior painting and signage projects, with a maximum possible grant award of $5,000.

 

Marcos and Carmen DaCosta own the property located at 153 NE 4th Avenue, the property consists of a barbershop, Legacy Barbershop which is a personal service business as defined by the funding assistance guidelines for the program within Sub Area #2

 

The Applicant and property owners, Marcos and Carmen DaCosta, are requesting funding assistance through the Paint-Up & Signage Program, to pay 50% of eligible exterior painting improvement costs, up to $5,000. The two estimates submitted by the Applicant have an estimated cost of $2,885.00 and $3,400.00 to paint the entire 3,000 square foot building. DaCosta’s own three units in the building 3,000 square foot building with each bay consisting of 1,000 square feet.  The first unit (151) consists of a Lighting Service provider business, the second unit (#153) consists of a Barbershop and third unit (155) is a vacant unit.   As such only unit #153 with the barbershop business qualifies under the funding guidelines for properties within Sub Area #2.   As such, the Applicant is eligible to receive total funding assistance for $481.00, representing one-third of 50% of the lowest bid amount ($2,885 X 1/3 X50%).

 

A Paint-Up & Signage Award would help further the CRA mission by assisting with the cost of exterior improvements, thereby improving blighted conditions in Sub-Area #3 of the CRA District.
