Recommended Action:

Recommendation

Motion to approve additional spending to RFP 2022-038 with One Parking, Inc., for Comprehensive Parking Management Services in the amount of $154,155 for a revised total of $5,499,583.

Body

Background:

On March 28, 2023, the City Commission (City) approved Resolution No. 57-23 to award an agreement to One Parking, Inc. (One Parking), for Comprehensive Parking Management Services, pursuant to RFP 2022-038.

On April 26, 2023, the City approved Amendment No. 1 to permit One Parking the use of three (3) City-owned vehicles for the exclusive use of patrolling and enforcement as required by the agreement.

On November 14, 2023, the City approved additional spending in the amount of $644,934 for the Parking Technology Improvements project, as approved in the Fiscal Year 2024 through 2028 Capital Improvement Program (CIP). This project included installing parking sensors at city owned surface lots, garages, and on-street parking. The sensors provide real-time data to the City’s website and app, MyDelrayBeach, allowing residents and visitors to view available parking. Staff is requesting to increase spending by $89,000 for this project to complete the sensor installation.

Due to increased use of parking for special events throughout downtown, additional spending is requested on the contract. Special events vary year to year, creating fluctuation in expenses for event parking management. Staff is requesting approval of an increase of the annual operating expenses for this agreement by $48,553 for Year Two (current year), and $16,202 for Year Three. Upon agreement by both the City and One Parking to renew the agreement for each of the two (2) one-year renewals, any proposed increases to One Parking’s operating budget will be reviewed and brought before the City for approval.

Exhibit B of Agreement RFP 2022-038, II. Reimbursable Costs and Expenses, Subsection B(4) Operating Costs and Expenses states the following:

Annual operating budget may be increased or decreased by the City only if and to the extent that the City, in its sole discretion, deems such revisions necessary and appropriate under this Agreement.
