Motion to Approve Service Authorization No. 12-04 with Walters Zackria & Associates, PLLC in the amount not to exceed $48,140.90 for conceptual building and site plan architectural services for the Fire Station No. 3 Replacement Project No.16-012.

 

Body

Background:

Fire Station No.3 is located at 651 W. Linton Boulevard. The primary use of this facility is a continuously occupied fire station with living facilities. Originally constructed in 1971, the facility has been refurbished and expanded on numerous occasions to meet current standards and to meet expectations of our citizens and business partners for fire and emergency services. 

 

Over the past four decades, issues related to plumbing, design, mold, water damage and rodent infestations have made the living space intermittently uninhabitable. The frequency of maintenance related issues and costs have increased annually. In general, the facility has exhausted its useful life and staff recommends the complete replacement of Fire Rescue Station No. 3 with a facility built to the latest building codes. The new facility will be designed in a manner that will minimize operating costs and staffing demands for maintenance. 

 

Walters Zackria & Associates (WZA) will review available material provided by City, including site survey(s), previous studies, technical and environmental reports, existing building plans and existing site conditions.  Based on the Material Review and Needs Assessment, WZA will prepare a building program. The program will convert the City’s needs into building areas with approximate spatial size, adjacency relationships, equipment requirements, occupancy requirements, and programmatic considerations, and other considerations. The City will review and provide comments on the draft report, and provide feedback to WZA on any changes or modifications. WZA will address City comments and produce a final building program report.  

 

Based on the final building program report, WZA will prepare a draft conceptual building and site plan illustrating a layout for the proposed Fire Rescue Station. Conceptual building plans will include a 2-story fire station design. Deliverables from WZA for this Service Authorization are conceptual building and site plans.   

 

Upon receipt of the executed service authorization, WZA will proceed with the work as described above and complete all task within 115 calendar days. Walters Zackria & Associates, PLLC was retained by the City via RFQ #2012-05. The recommendation for award is in compliance with the City Code of Ordinances, Chapter 36, Section 36.02(A)(2), "Methods of Acquisition, Requests for Proposals, Requests for Qualifications and Requests for Letters of Interest".  The Agreement with WZA is valid through March 1, 2017.  

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Finance Department Review:

Finance recommends approval.

 

Funding Source:

Funding is available from 334-2311-522-62.90 (General Construction Fund/Fire/ Machinery/Equipment).

 

Timing of Request:

Due to the desire to complete this task this fall, there is a need to get this approved as soon as possible to achieve that milestone.
