Consideration of the following items:
Per LDR 7.1(C) (1)
Maintenance of Traffic (MOT) Plan. All construction parking and staging that involves travel lane, bike lane, or sidewalk closures shall submit a MOT Plan as follows: (Ord. No. 50-20, § 2 <https://library.municode.com/fl/delray_beach/codes/land_development_regulations_?nodeId=CH2ADPR>, 10-20-20)
Closures greater than 14 days throughout the course of construction, which eliminate travel lanes or change the flow of traffic must be approved by the City Commission. Street closures that do not exceed 14 days throughout the course of construction may be approved administratively. (Ord. Having exceeded the allowable 14 days throughout the course of construction, the following Maintenance of Traffic plans are petitioning additional closures as follows:

Item A1 - All County Paving - As part of Construction Contract No. ITBC 2024-010 for the N. Swinton Ave Roadway & Utility Improvements Project, a motion to approve and accept a Maintenance of Traffic Plan/Road Closure Plan for N. Swinton Avenue between Swinton Circle and NE 16th Street.
Item A2 - All County Paving - As part of Construction Contract No. ITBC 2024-010 for the N. Swinton Ave Roadway & Utility Improvements project, a motion to approve and accept a Maintenance of Traffic Plan/Road Closure Plan for intersection of N. Swinton Avenue And NW/NE 22nd Avenue.

MAINTENANCE OF TRAFFIC PLAN/ ROAD & LANE CLOSURES
Item A1
Consider acceptance of a Maintenance of Traffic Plan/Road Closure Plan by All County Paving to close N. Swinton Avenue in 5 consecutive work zone segments between Swinton Circle and NE 16th Street, per the following:
Work Zone #1
Swinton Circle to NE 19th Street (0.06 mile) and NE 19th Street (0.08 mile) for installation of four drainage structures and approximately 650 linear feet (LF) of pipe. Work is anticipated to begin around January 27, 2025 and be completed by approximately mid-March 2025 (+/- 5 to 6 weeks).
Work Zone #2
NE 19th Street to NE 18th Street (0.05 mile) and NE 18th Street (0.08 mile) for installation of five drainage structures and approximately 500 LF of pipe. Work is anticipated to begin around mid-March 2025 and be completed by approximately end-April 2025 (+/- 4 to 5 weeks).
Work Zone #3
NE 18th Street to NE 17th Street (0.05 mile) for installation of three drainage structures and approximately 350 LF of pipe. Work is anticipated to begin around end-April 2025 and be completed around mid-May 2025 (+/- 3 weeks).
Work Zone #4
NE 17th Street to NE 16th Court (0.05 mile) for installation of three drainage structures and approximately 275 LF of pipe. Work is anticipated to begin around mid-May 2025 and be completed around early-June 2025 (+/- 3 weeks).
Work Zone #5
NE 16th Court to NE 16th Street (0.05 mile) for installation of six drainage structures and approximately 325 LF of pipe. Work is anticipated to begin around early-June 2025 and be completed prior to July 4, 2025. (+/- 4 weeks). Finish
Work zones will be completed in sequential order and work will only begin in a zone after the previous zone is completed. These detours are only to facility safe installation of underground drainage structures and pipes. Access to driveways will be maintained at all times. Refer to attached Exhibit 1- N Swinton Ave Detour (for drainage) and Exhibit 2- All County MOT Plan (for drainage).
Other work under this project (pavement rehabilitation, sidewalks, lighting, landscaping, etc.) will occur separately using flaggers only.
Item A2
Consider acceptance of a Maintenance of Traffic Plan/Road Closure Plan by All County Paving to close the intersection of N. Swinton Avenue and NW/NE 22nd Street for installation of a roundabout. Work is anticipated to begin around May 27, 2025 and the intersection is expected to be re-opened to traffic by July 4, 2025. The roundabout will be substantially complete although ancillary work utilizing flaggers will continue past July 4, 2025. Refer to the attached Exhibit 3 - N Swinton Ave Detour (for roundabout) and Exhibit 4 - All County MOT Plan (for roundabout).

The timing of these requests is of high importance in order to allow projects to continue construction on schedule.
