Background:
Chapter 95 of the Code of Ordinances provides the necessary organization, powers, and authority to enable the use of City resources during a state of emergency. On March 13, 2020, the City Commission of the City of Delray Beach declared a state of emergency due to the spread of the Novel Coronavirus Disease-2019 (COVID-19). Thereafter, due to the continued spread of COVID 19 and its impacts on the City of Delray Beach, Interim City Manager Jennifer Alvarez executed the following emergency regulations in order to protect the public health, safety and welfare of the residents of the Delray Beach and the public at large:
• 21st Extension of the Declaration of Emergency dated 8/06/20 extending the local state of emergency for 7 days;
• 22nd Extension of the Declaration of Emergency dated 8/13/20 extending the local state of emergency for 7 days;
• 23rd Extension of the Declaration of Emergency dated 8/20/20 extending the local state of emergency for 7 days;
• 24th Extension of the Declaration of Emergency dated 8/27/20 extending the local state of emergency for 7 days;
• 25th Extension of the Declaration of Emergency dated 9/03/20 extending the local state of emergency for 7 days;
• 26th Extension of the Declaration of Emergency dated 9/10/20 extending the local state of emergency for 7 days;
• Resolution Number 122-20; Temporary closure of beaches
• Resolution Number 129-20; Extending directive on wearing facial coverings
• Resolution Number 144-20; Repealing 130-20 proving restrictions on operating hours of restaurants...
• Resolution Number 151-20; Amending Reso 75-20 to provide for re-opening of certain recreational facilities and parks
• Resolution Number 154-20; re-opening of tattooing, body piercing, and tanning establishments consistent with palm beach county COVID-19 order number 2020-022
• Resolution Number 158-20; Revise Restrictions on Operating Hours at Restaurants, Food Establishments, and other Businesses.
• Resolution Number 159-20; amending resolution 93-20 in order to provide for the phase 2 reopening
Pursuant to section 95.05(B) of the Delray Beach Code of Ordinances, the City Commission shall confirm any declaration of state of emergency and all emergency regulations activated or rescinded under the provisions of Chapter 95.
