Motion to approve Resolution No. 126-26 to award an Agreement with Prolime Corporation for providing wet lime sludge removal and disposal pursuant to Invitation to Bid (ITB) No. 2026-030, in a five (5) total amount not to exceed $3,853,020 (respectively $770,640 year).

Background:
On January 13, 2026, the Purchasing and Contract Administration Division (PCAD), in coordination with the Utilities Department (Department) advertised ITB No. 2026-030 for the purpose of soliciting qualified vendors to provide wet lime sludge removal, hauling and disposal at the City of Delray Beach Water Treatment Plant (WTP). The purpose was for additional wet lime sludge removal due to new construction activities at the WTP and the demolition of the dewatering building. The PCAD received one (1) response to the bid, Prolime Corporation with an overall unit price of $0.19/per gallon for an estimated 4,056,000 gallons per year. That is $0.01/per gallon less than the current price. Based upon due diligence conducted, the PCAD found the proposal to be fair and reasonable. The bid award provides a total contract value of $2,311,920 for an initial three (3) year term, with two (2) additional one year renewals valid through September 7, 2031.
The contractor is responsible to find the disposal site(s) and apply/secure the required permits in accordance with all applicable federal, state, and local regulations.
This motion is in accordance with the Code of Ordinances, Chapter 36, Commission Approval Required and Purchasing Policies.
Should the City exercise the renewal options in the contract, the cumulative value through the term is provided below.
