Recommendation
Motion to Approve Resolution No. 31-21 to award an Agreement with Construct Co, Inc. for Atlantic Dunes Park Seawall Replacement pursuant to ITBC No. 2021-004 (Project No. 17-096) - $747,843
Body
Background:
The City of Delray Beach (City) received funding in the amount of $300,000 from the Florida Legislature through Specific Appropriation Line Item 1687A, General Revenue Fund, FY 18/19, General Appropriations Act, for the purpose of coastal dune restoration and water quality improvements to the Atlantic Dunes Park.
The Atlantic Dunes Park located at 1605 South Ocean Boulevard is divided into two phases. Phase 1 of the Atlantic Dunes Park includes the engineering design of new seawalls, parking lots and park improvements and the construction of the proposed seawall. Phase 2 of the Atlantic Dunes Park will include construction of the improvements to the parking lots and the park including the exotic vegetation removal, native plantings, boardwalk/nature trail construction and bathroom rehabilitations.
Both seawalls have reached the end of their useful life and need to be replaced. Additionally, the new seawalls will be constructed to meet the approved elevation of 4.0 NAVD addressing future sea level rise.
The City issued Invitation to Bid Construction (ITBC) No. 2021-004 to acquire a firm which will provide all labor, materials, tools, equipment, and services related to the construction and installation of new seawalls at the Atlantic Dunes Park.
On December 8, 2020, the City received four (4) submittals pursuant to ITBC No. 2021-004 and one (1) “no bid.” The low bid submitted by Construct Co, Inc. was deemed responsive and responsible to the Bid requirements.
Bidder Grand Total Bid Price Submitted
Construct Co, Inc. $747,842.18
Carey Marine Foundation $796,272.85 (incomplete submittal)
Ebsary Foundation Co. $800,704.00
Custom Built Marine Construction $826,880.00
Therefore, staff recommends award of the Bid to Construct Co, Inc. in the amount of $747,843. Construction is expected to be substantially completed within 320 days from the date of the City’s Notice to Proceed, barring typical construction delays, such as those forced by inclement weather and COVID-19, and completed and ready for final payment no later than 45 days after substantial completion is accepted by the City.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
