RETROACTIVE FY 2016 CITY-CRA INTERLOCAL AGREEMENT FOR ECONOMIC DEVELOPMENT

Background:
Since FY 2012, the City of Delray Beach and the Delray Beach Community Redevelopment Agency (CRA) have jointly funded economic development. Initially, the CRA position of Economic Development Director was structured with a time and cost sharing ratio of 75% CRA, 25% City was funded. In FY 2013, a second full-time position - Economic Development Manager - was added in a revised Interlocal Funding Agreement with a new time and funding ratio of 50/50 and maintaining both positions as CRA employees. Currently, both positions comprise the Delray Beach Office of Economic Development which is responsible for developing, administering and implementing economic development strategies, initiatives and programs for both the City of Delray Beach and Delray Beach CRA.
During the FY 2016 budget and strategic planning process, both the CRA and City agreed to renew and update the expiring Interlocal Funding Agreement to: 1) maintain the 50/50 funding of salaries and benefits for both positions and; 2) add funding for miscellaneous expenses associated with the positions including, but not limited to, office supplies, professional development and marketing.
The attached retroactive Funding Agreement was approved by the CRA Board at their September 29, 2015 regular meeting.
