Motion to approve the 2024 through 2028 Capital Improvement Program Budget.

Background:

The Capital Improvement Program (CIP) is essential to planning, prioritizing, and coordinating capital improvement projects within the City of Delray Beach (City). The CIP is a five-year plan for the City's major projects and expenditures. CIP projects must have a monetary value of at least $25,000, and a life cycle of at least five years. The project results in the creation of a fixed asset, or the revitalization of an existing asset.

 

CIP projects may include:

                     Construction of new physical facilities, including all types of infrastructure from Utilities distribution pipes or Water Treatment Plant, to roadway reconstruction, stormwater improvements and vertical construction such as                      buildings

                     Remodeling or expansion of existing facilities

• Major equipment and machinery for new or expanded facilities

• Cost of engineering or architectural studies and services relative to the improvement

• Street construction, reconstruction, resurfacing, or renovation

 

A number of funds are included within the CIP: Special Projects, Recreational Impact Fee, Beautification, Gas Tax, Building, Beach Restoration, General Construction, Infrastructure Surtax, Water & Sewer, Municipal Golf Course, Lakeview Golf Course, Stormwater Utility, Cemetery, and Garage. Additionally, the Recreation and Public Safety General Obligation Bonds were added as approved via the municipal election on March 16, 2023. Budgetary considerations included in the CIP for 2024 through 2028 include a focus on the City's infrastructure through roadway and stormwater system improvements and water/sewer replacement and improvement projects. Tree plantings, new facilities as well as improvements to existing facilities are also a focus. Examples of these projects include:

 

                     Parking Technology Improvements

• Playground Updates

• Pompey Park Community Center & Campus Improvements

                     Barwick Road, Germantown Road, and Lowson Boulevard Improvements

• Tennis Stadium Enhancements

• Replacement of Fire Station No. 113

                     Membrane Softening Plant

• Thomas Street Pump Station Rebuild

• Historic Marine Way Seawall, Roadway and Drainage Improvements

                     Cemetery Mausoleum

• Public Restroom Renovations

• New Police Department Headquarters

 

City Attorney Review:

N/A

 

Funding Source/Financial Impact:

Failure to adopt the Capital Improvement Program for 2024 through 2028 will result in a deficit of funding for City projects included within the program.

 

Timing of Request:

Adoption of the 2024 through 2028 Capital Improvement Program Budget is time sensitive in order for funding to be in place at the beginning of the fiscal year on October 1, 2023.
