Approval of Resolution No. 123-22 to award an agreement to Craig B. Kushnir D.O., LLC for Medical Director services for the Fire Department in the amounts below, contingent on appropriations of funds.

Background:
The Medical Director establishes medical policy for the City Fire Department and Ocean Rescue. Protocols and procedures set forth by the Medical Director establishes guidelines for which the Paramedics and EMT’s are trained to deliver medical care to the Citizens of Delray Beach, Gulf Stream, and Highland Beach. The protocols are based on evidence-based practice, with careful review of the latest literature. Additionally, joint communication with the other local Medical Directors allows continuity between agencies. Paramedics and EMT’s must work under the direction and license of the Medical Director.
The Medical Director works to develop a system whereby there is both quality improvement and assessment. Our quality improvement is prospective, concurrent, and retrospective in nature. The EMS providers and supervisors are held accountable for the procedures that the medical director has put in place.
Dr. Kushnir has been the City’s Medical Director for the last thirteen years without any increase in salary. A market analysis was performed to establish a competitive salary. Based on the market analysis Dr. Kushnir is severely under compensated. The market analysis is attached. Delray Beach and Coconut Creek are both under the medical direction of Dr. Kushnir. Coconut Creek’s projected call volume will be approximately 6,000 calls for this year. Delray Beach’s volume is projected to be approximately 20,000 calls this year.
Medical Services are expressly exempted from the competitive procurement process pursuant to “Exceptions” Section (B)(viii) of the City’s Purchasing Policies and Procedures Manual. The term of the Agreement will be for a three-year (3) period.
