Body
Background:
The Northwest Neighborhood (CRA Sub Areas #3 and #4) of The Set is bounded on the north by Lake Ida Road, east by Swinton Avenue, south by Atlantic Avenue, and west by I-95.
The Northwest Neighborhood Improvements Project is a collaborative effort between the City and the CRA to comprehensively design and construct public infrastructure improvements throughout the Northwest Neighborhood. The goal of the Project is to reconstruct and retrofit the existing public infrastructure to meet the current and anticipated needs of area residents, businesses, and visitors. The primary components of the Project include: traffic data collection, concept development, design, and construction of various improvements including resurfacing or reconstruction of 8.4 miles of roadway, construction of 2.0 miles of new permeable pavement alleyways, rehabilitation of the existing potable water, sanitary, and storm sewer systems, improvement of area drainage and landscaped parkways, improvement of sidewalk deficiencies (filling in gaps and replacement of trip hazards) to meet ADA standards, improvement of street lighting, and improvements and/or additions to traffic calming and landscaping improvements throughout the NW Neighborhood. The City is working with a Construction Manager at Risk to finalize the pricing to perform the scope of work for the Project.
Northwest Neighborhood Improvements Project Funding:
Recognizing the scale and the importance of the Project to the Northwest Neighborhood, The Set, the CRA District, and the City, the CRA has committed to providing the funds for the Project. As the Project moved through the design phase, CRA and City Staff have generally discussed the funding strategy.
Now, as the design has been finalized and the Project is progressing towards the construction phase, the funding strategy for the Project needs to be formalized. The funding strategy for the Project will require the City to issue a bond utilizing the CRA’s future Tax Increment Financing through our September 2044 sunset date to pay the debt service for the bond.
At this time, CRA Staff is requesting the CRA Board provide authorization for CRA Staff to initiate formal funding strategy discussions for the Project with City Staff. The interlocal agreement for the funding strategy for the Northwest Neighborhood Improvements Project will be brought before the CRA Board for approval.
