Motion to Award a purchase to Meggitt Training Systems, Inc. in the amount of $85,419.27 to upgrade the existing indoor shooting range in accordance with the Code of Ordinances, Chapter 36, Section 36.02(C)(11), "Best Interest Acquisitions".

Background:
The Police Department is requesting approval to upgrade existing indoor shooting range to rifle rated by replacing the existing target retrieval system and track that is more than 25 years old. Current indoor shooting range equipment is provided by Meggitt Training Systems, Inc. The indoor range system consists of several components:
1. Computer with software, which allows the target carriers to move, turn, and operate by commands given for qualification courses and training scenarios. Targets move back and forth, as well as turn 360 degrees in order to provide realistic training and qualification scenarios for our officers.
2. Carrier system, which holds the targets and the control motors and electronics that are controlled by the software. This component is currently not rifle rated.
3. Track, which is suspended from the ceiling and allows carriers to be moved from 0 yard line to 20 yard line.
4. Bullet trap, which catches the bullets once fired from the guns.
5. Ballistic steel that protects ventilation system, lights, and speakers from bullet impacts.
The upgrade of the carrier system and track to rifle rated will enable the Police Department to purchase less expensive ammunition for rifle training and qualifications/certifications. Currently more costly rifle frangible ammunition is used at the range to ensure there will be no damage to the expensive equipment. Frangible ammunition is designed to break up into smaller pieces upon contact with harder objects or surfaces producing no splash back and vastly decreased ricochets. This ammunition costs about three times more than regular ammunition. Due to the high cost, only portion of the needed rifle frangible ammunition is usually purchased. For the remainder of the rifle training/qualification needs, the sworn personnel utilize Palm Beach County Sheriff’s Shooting Range in Loxahatchee (20 mile bend). The distance of this facility requires personnel to spend a significant amount of time travelling back and forth as well as time at the actual range, which often results in overtime costs. The costs of purchasing rifle frangible ammunition and utilization of the Sheriff’s Shooting Range in Loxahatchee will be significantly reduced by upgrading the range to meet our current needs.
The quote from the vendor includes upgrading five lanes of the target retrieval system, upgrade of the software, 12-month warranty, removal of the existing equipment, freight & delivery, installation and training. The total quoted price is $85,419.27. This upgrade will be more time and cost effective than replacing the entire indoor range system by another company. Another company would not be able to provide an upgrade of the carrier system and track that would be able to be controlled by the existing software.
This purchase is in accordance with the Code of Ordinances, Chapter 36, Section 36.02(C)(11), "Best Interest Acquisitions".

Funding Source:
Funding is available from 001-2111-521-64.90, "Other Machinery/Equipment". Range upgrade item was part of the budget amendment (Resolution 73-15) approved on December 1, 2015 Regular Commission meeting. This amendment was to add to the FY2016 budget projects previously approved in FY2015 that because of delays in startup did not meet the accounting criteria for an encumbrance and automatic roll forward into FY 2016.
