Motion to approve Service Authorization No. 12-22 with Mathews Consulting, Incorporated in the amount not to exceed $115,685 for construction administration support services, specialty inspection services, and part-time inspection services for the Area 12B Reclaimed Water Expansion Project for a construction duration of 300 days. (Project No. 2012-009).

Background:
The City adopted the Reclaimed Water Master Plan in 2003. The City has been implementing the reclaimed water system to reduce the demand on the potable supply as an alternative source for irrigation use. Area 12 encompasses the area south of Atlantic Avenue to Linton Boulevard. Due to its geographic size, this area is subdivided, referred to as areas 12A, 12B and 12C. Construction of Area 12A, defined as the area from Atlantic Avenue south to Casuarina Road, was completed in 2014.
On March 15, 2016, City Commission awarded a bid to Man-Con Construction, Inc. for the Area 12B project in the amount of $ 2,694,841. This continues construction of the reclaimed transmission and distribution system on the barrier island. The project area is bounded on the north by Casuarina Road, south by Poinsettia Road, east by S.R. A1A and west by Sea Sage Drive
Upon approval of Service Authorization No. 12-22, Mathews Consulting, Incorporated will perform construction administration support services, specialty inspection services, and part-time inspection services for the Area 12B Project, which is within their scope of work from RFQ No. 2012-06.
The Mathews Consulting, Inc. annual contract is valid through January 2017. The recommendation for award is in compliance with Code of Ordinances, Chapter 36, Section 36.02(C)(3), "Direct Acquisition Methods, Professional Services."
Negotiations regarding the number of hours relating to the scope of service were finalized in a Sunshine Meeting on April 12, 2016.
