Motion to Approve Resolution No. 46-24 to award an Agreement to Eisman & Russo, Inc. for Construction Engineering, and Inspection Services for the Lindell Boulevard Bicycle & Pedestrian Improvements (Public Works Project No. 17-074) and the Barwick Road Bicycle & Pedestrian Improvements Projects (Public Works Project No. 17-099) pursuant to RFQ No. 2023-040 in the amount of $2,175,464.66 (Lindell - $1,086,319.83, Barwick - $1,089,144.83).
Body
Background:
Following from a 2017 application, the City of Delray Beach (City) was awarded a federally funded grant by the Transportation Planning Agency of Palm Beach (TPA) under its Local Initiatives Program for “widening and/or restriping roadways to provide designated bike lanes, construction of pedestrian facilities, shared use paths, greenway/trail corridors bike and pedestrian supporting facilities including bike racks, water fountains, lockers, etc.”
The City of Delray Beach (City) is acquiring professional Construction Engineering, and Inspection (CEI) Services for construction of the projects on Lindell Boulevard from Linton Boulevard to US-1/Federal Highway (approximately 1.5 miles) and on Barwick Road from SR-806/Atlantic Avenue to Lake Ida Road (approximately 1 mile). Construction of these projects will be partially federally funded with oversight by the Florida Department of Transportation (FDOT).
The Lindell Boulevard Bicycle & Pedestrian Improvements project plans to construct sidewalks and cycle-tracks on both sides of the existing roadway. Currently, there are intermittent sidewalks and no bicycle facilities throughout the corridor. This project will fill in gaps, as well as add safe, protected bicycle facilities. These improvements will provide an alternative pedestrian and bicycle route to Linton Boulevard and expand bicycle network connections in Delray Beach. All work will be constructed in existing right-of-way and will comply with ADA accessibility requirements.
The Barwick Road Bicycle & Pedestrian Improvements project plans to construct sidewalks on the west side along with a shared use path on the east side between Atlantic Avenue and Lake Ida Road. Currently, there are intermittent sidewalks throughout the corridor. Crosswalks and ramps will be improved to facilitate drivers yielding at conflict points. These improvements will directly benefit Carver Middle School and expand bicycle network connections in Delray Beach. All work will be constructed in existing right-of-way and will comply with ADA accessibility requirements.
On June 21, 2023, the City issued a Request for Qualifications (RFQ) No. 2023-040 to acquire a firm which will provide CEI services related to the construction of these projects.
On July 19, 2023, the City received six (6) submittals pursuant to the RFQ, including proposals from AE Engineering, Inc., Carnahan Proctor & Cross, Inc., Eisman & Russo, Inc., Stantec Consulting Services, Inc., Tectonic Group International, LLC., and WGI, Inc.
On September 29, 2023, and October 25, 2023, the Selection Committee evaluated and shortlisted the proposals in full accordance with the Consultants’ Competitive Negotiation Act (CCNA).
The final scores are listed below:
Firm Score Rank
Eisman & Russo, Inc. 284.0 1
Stantec Consulting Services, Inc. 271.0 2
AE Engineering, Inc. 265.0 3
