Approve an extension to the existing Site Development Assistance funding agreement for Blanc Beauty Salon Hair and Nail, Inc. for the improvement project located at 26 NW 6th Avenue, CRA sub-area #3.

Background:
Blanc Beauty Salon Hair and Nail Inc was formed over 30 years ago by Co-Owners, Norcibien Monhomme and Chantal Reinfort-Monhomme. They have secured a multi-year lease with Hatcher Construction and Development (Hatcher) and have plans to update and retrofit the 900 square foot space for their hair and nail salon. Permits for this project have been approved and the work has been completed by Hatcher Construction and Development.
At the November 16, 2023, CRA Board Meeting, the CRA Board approved a Site Development Assistance Funding Agreement for an amount not to exceed $32,141 to assist with the cost of improvements including interior framing, electrical, plumbing, related permitting, etc
Work has been completed and is awaiting a final certificate of occupancy, however delays in the permitting process for the Hatcher caused delays in the completion of construction. The Funding Agreement currently expired on July 1, 2024.
Blanc Beauty Salon Hair and Nail Inc. continues to stay in contact with CRA staff and has stated that the certificate of occupancy is delayed.
Therefore, CRA Staff recommends the approval of an extension for the Second Amendment to the Site Development Assistance Funding Agreement to September 1, 2024.
