Motion to approve the application and award from the Institute of Police Technology and Management (IPTM) in the amount not to exceed $65,000 for the pedestrian and bicycle safety education and enforcement program.

 

Body

Background:

The Police Department is seeking the City Commission’s approval to apply for and accept an award in the amount not to exceed $65,000 from the Institute of Police Technology and Management (IPTM) for the pedestrian and bicycle safety education and enforcement program. The current award available is $35,769.09. There are instances where additional funding becomes available and is offered by the IPTM, therefore, staff recommends approval to accept up to $65,000. The Florida Department of Transportation (FDOT), through the University of North Florida Training and Services Institute, Inc., provides funding to the law enforcement agencies for the education and enforcement of safe pedestrian, bicyclist, and driver behaviors in high priority counties throughout the state. The objective of this effort is to reduce traffic crashes and fatalities involving pedestrians and bicyclists through the use of traffic education and enforcement operations. This program supports the goals established in Florida’s Pedestrian and Bicycle Strategic Safety Plan. This initiative would follow an education, warning, and citation progression and if available, distribution of educational materials. The funds will be used for officer overtime hours spent conducting on-street enforcement operations associated with this program and FICA only. The initiative begins upon contract execution and ends May 9, 2025. The Delray Police Department believes that this funding will assist in providing the Delray Beach community with safer roads. The funding agreement attached to this item is in draft form as finalized agreement will not be available until funding period starts in the beginning of July. It is expected that there will be no significant changes when funding agreement is finalized. Appropriate signature blocks will be added upon receipt of the finalized agreement.

Funding Source/Financial Impact:

The reimbursable overtime for FY  23/24 is funded in 001-21-110-521.14-20 and for FY 24/25 will be funded in 001-21-110-521.14-20 (Special Services - Reimbursable Overtime) account, subject to FY 24/25 budget approval and appropriations.
