Background:
On July 24, 2026, the Purchasing and Contract Administration Division (PCAD), in coordination with the Utilities Department (Department) advertised ITB No. 2026-037, for the purpose of soliciting qualified vendors to provide well repair, maintenance, and rehabilitation services. PCAD received two (2) responses to the bid, after PCAD conducted due diligence, the bid was recommended for award to All Webb Enterprises, Inc., as the lowest and most responsible bidder. The bid award provides an initial term of three (3) years, totaling $5,768,400 with two (2) additional one-year renewal terms valid through September 21, 2031.
The City of Delray Beach Utilities owns a total of thirty (30) wells. The Department performs programmatic rehabilitation on its raw water wells, normally six (6) to eight (8) annually exhibiting less than optimal delivery rates. Also provides maintenance services such as routine disinfection and monitoring of production wells to assist with prevention of bacteria, reducing the risk of receiving positive bacterial test results.
