Recommendation
A motion to ratify an emergency action awarding Foster Marine Contractors, Inc. in the amount of $320,487 for the repair of the sanitary sewer main connecting to Lift Station 1. The recommendation complies with the Code of Ordinance, Section 36.02 (C) (5), “Emergency Acquisitions”.

Body
Background:
On February 25th, 2016, a large sink hole developed on the west side of SE 5th Ave (southbound Federal Hwy) at SE 5th Street; across the from the Teen Center, west side.

A 36” reinforced concrete sanitary sewer pipe traverses in the vicinity of the hole. The pipe is the main collector leading to Lift Station #1, at an approximate depth of 12 feet. Utility crews performed an inspection of the pipe at the closest manhole and found a deteriorated section just east of the manhole, visually showing groundwater infiltration.

Staff immediately solicited pricing from Foster Marine Contractors, Inc.; DP Development, Inc.; and Insituform Technologies, Inc. to repair the sewer main.

Foster Marine submitted a quote for this work in the amount of $168,173.50, with an anticipated duration of 3 weeks. They utilized the unit pricing under an active contract with the City of West Palm Beach, “Master Contract for Utility Construction Services”, contract # 14570. The method of repair consists of slip lining the existing 36” reinforced concrete pipe (RCP) with a slightly smaller PVC pipe from manhole to manhole.
