APPROVAL OF THE NON-IMPACT EVENT KNOWN AS "DELRAY ROCKS FOOTBALL" TO BE HELD ON VARIOUS DATES AUGUST THROUGH NOVEMBER 2026, AT HILLTOPPER STADIUM; AND TO AUTHORIZE THE SPECIAL EVENTS MANAGER TO TAKE ALL ACTIONS NECESSARY TO EFFECTUATE THE SPECIAL EVENT PERMIT.

Recommended Action:
Special Events Technical Advisory Committee (SETAC) recommends the Development Services Management Group (DSMG) make a motion to approve the special event known as Delray Rocks Football to be held on various dates August through November 2026; and authorize the Special Event Manager (SEM) to take all actions necessary to effectuate the Special Event Permit.

Background:
Delray Rocks YFCO submitted a Special Event Application on March 13, 2026 for the Delray Rocks Football season to be held at Hilltopper Stadium on various dates August through November 2026. Delray Rocks Football has been around for over 30 years in Delray Beach. There are about 400 people expected at each event. The games will begin at 8am and run through about 10pm. There will be food trucks and cooking on site. The game against Boynton will not be a home game for Delray Rocks this year. The game against Boynton is a highly attended game and has had issues in the past. This game is usually played at Atlantic High with much more security than the other home games.
