Motion to Award an agreement with Calvin Giordano & Associates, Inc. for professional planning services for the Comprehensive Plan update in an amount not to exceed $250,000.

On February 23, 2016, RFP No. 2016-062 was issued for a Comprehensive Plan Consultant for the City. Two responses were received. The selection committee conducted an in-depth review that included presentations followed by questions and answers with both of the proposers. The proposals were evaluated based upon the criteria in the RFP. The committee scores excluding price were 493 points for Calvin Giordano & Associates and 457 points for NZ Consultants. The Committee members voiced concern that NZ Consultants did not fully account in their price proposal the effort and time for public meetings, website, surveys, plan drafts and analysis that are expected for the project. The selection committee's final ranking and scoring were as follows:

On June 7, 2016 Commission approved the committee's ranking and authorized staff to negotiate a contract with Calvin Giordano & Associates. Negotiations resulted in minor modifications to the scope of work and a reduction in fees from $263,700 to $250,000.
This motion is in accordance with the Code of Ordinances, Chapter 36, Section 36.02(A), "Sealed Competitive Method".
