Motion to Ratify the 31st, 32nd, and 33rd Extensions of the State of Emergency for COVID -19 and Resolution Number 192-20.

Background:
Chapter 95 of the Code of Ordinances provides the necessary organization, powers, and authority to enable the use of City resources during a state of emergency. On March 13, 2020, the City Commission of the City of Delray Beach declared a state of emergency due to the spread of the Novel Coronavirus Disease-2019 (COVID-19). Thereafter, due to the continued spread of COVID-19 and its impacts on the City of Delray Beach, Interim City Manager Jennifer Alvarez executed the following emergency regulations in order to protect the public health, safety and welfare of the residents of the Delray Beach and the public at large:
• 31st Extension of the Declaration of Emergency dated 10/15/20 extending the local state of emergency for 7 days;
• 32nd Extension of the Declaration of Emergency dated 10/22/20 extending the local state of emergency for 7 days;
• 33rd Extension of the Declaration of Emergency dated 10/29/20 extending the local state of emergency for 7 days;
• Resolution Number 192-20; Extending directives on wearing of facial coverings consistent with Palm Beach County COVID-19 Order Number 2020-029;
Pursuant to section 95.05(B) of the Delray Beach Code of Ordinances, the City Commission shall confirm any declaration of state of emergency and all emergency regulations activated or rescinded under the provisions of Chapter 95.
