Recommendation

The OSAC is presented with this draft to review and on which to comment and make any recommendations as to pertinent content and provisions.

Body

Background:

This document is based on the conversation and suggestions of the Committee from the last meeting on July 13,2026.  It is uncertain if this Request for Applications (RFA) will be the final format utilized to obtain applications.  the Purchasing Department will still need to be consulted with as well as the City Attorney's Office will need to review any draft of a final document.  This version, which is based on a RFP released by Hernando County for Opioid Settlement Fund grants, should have all of the important/relevant points the Committee recommended.

Also included in the backup documentation are my notes from the July 13th OSAC meeting on the items the Committee recommended to be included in any solicitation for grant applications/proposals. Also included are Exhibits A and B from the City's agreement with the State of Florida and the City's Approved Opioid Settlement Fund Expenditure Plan for FY 2026-27 which includes the description of this grant submitted to the State.

Funding Source/Financial Impact:

Funding for this program will come from Opioid Settlement Funds

Timing of Request:

The City Commission is looking to select grantees and release funding as soon as possible.
